Technical and Business Plans - Beirut Central District
Broadband Network (BCDBBN), Beirut, Lebanon
The Team of seeCOSM,
AMERICEC, and HN Telecom provided SOLIDERE, the company in charge of
rebuilding and developing downtown Beirut, with technical and business
planning services in support of the BCDBBN project.
The project consisted of two tracks towards meeting SOLIDERE’s
immediate, short-term, and long-term plans for providing quality
services and maximizing the return on investment in the broadband
communications field. Track I covered the preparation of a Technical
Plan while Track II consisted of the preparation of a Business Plan
including an operation plan and a financial plan.
The Technical Plan
complements existing reports and studies prepared earlier by
SOLIDERE. It addresses stakeholder categories and responsibilities;
objectives; problems, solutions and impacts; supply and demand;
assumptions; indicators of achievements and success; strengths and
weaknesses; and external and internal factors. The Broadband Value
Chain, the Telecom Road Map, and the Teleport Facility, individually
and combined, are at the center of the works addressed by the
Technical Plan.
The Business Plan, together with the operation and financial plans,
present to SOLIDERE the company structure that will operate the
BCDBBN. The Business Plan addresses products and services, market
needs, trends, growth, distribution patterns, the competition, and
buying patterns. The Plan discusses the value proposition and
competitive edge of the BCDBBN, presents marketing and sales
strategies, formulates recommendations, proposes an organization
structure, and provides 20-year financial projections based on
carefully reviewed technical, economical, and fiscal assumptions.
